The IIECL Board

ECL is fortunate to have a board of directors who are passionate about the elimination of child labor worldwide and helping ECL to meet its goals. The following is a list of the officers of the IIECL board:

IIECL Board

Lynda D. Mull, President

Ms. Mull handles a double function for ECL by serving in the voluntary position of president of the board of directors and as the Executive Director. Her primary responsibility is to oversees board meetings and facilitate the discussion and decision making of other board members on issues critical to ECL’s future and meeting its goals. Ms. Mull has more than 30 years experience in non-profit organizational management and working with non-profit boards. With her more than 20 years experience working on child labor issues, Ms. Mull serves as the primary child labor technical adviser for the board. Ms. Mull is a graduate of Appalachian State University with degrees in Education and English.

Thomas Kelley, Vice-President

Mr. Kelley serves as the vice-president of the ECL board. Mr. Kelley, formerly with the Office of Congressional and Legislative Affairs within the U.S. Department of Education, is now serving as the head of the US Department of Education’s Office of Disability and Rehabilitation Services. Mr. Kelley served as a staff member with Congressman Dale Kildee, overseeing education legislation and appropriations for more than 10 years. During his tenure working on Capitol Hill, Mr. Kelley was one of the primary authors of the Americans with Disabilities Act which has brought about major changes to improve access for individuals with disabilities throughout the US. Mr. Kelley is a graduate of the University of Michigan.

Davis Hays, Secretary/Treasurer

Mr. Hays serves as the secretary / treasurer for the ECL board. Mr. Hays is currently retired but served as a senior official at the National Oceanic and Atmospheric Administration (NOAA) within the National Marine Fisheries Service. Mr. Hays served more than 30 years in US Government service before retiring. Mr. Hays is a graduate of Duke University.
